I most respectfully beg to lay before you the following facts for your kind consideration.
On October 12th., 1903, I signed Articles at Greenwich to serve as "Carpenter" in the Cable Ship "Scotia" belonging to the Commercial Pacific Cable Company.
The agreement was for 3 years, wages £10.13.6 per month. As it was unlikely the ship would return to England, a special clause was inserted in the Articles to the effect that the captain had the right to pay the crew, or any portion of the crew off, either at Singapore, or Honolulu, he agreeing in the event of doing so, to pay for suitable board and lodging, whilst waiting passage, to pay their passage to London, and their pay to accrue until the date of arrival in London.
The "Scotia" formerly belonged to the "Construction and Maintenance Cable Company"; and on every occasion on which she was used for laying cable for that Company, at least three carpenters were carried; two for cable work, and one for the ordinary duties of the ship.
Before leaving London, I was promised that, whilst laying cable, I should have the assistance of two Chinese carpenters; this promise was never fulfilled; but I was given the assistance of an able seaman.
The ship proceeded from London to Singapore, and from there to the Dutch East Indies, where a cable was laid between Batavia, Billeton, Banca, and Pontianak.
On the completion of this work, the ship returned to Singapore, the length of the voyage up to the date of return to Singapore, being over three months. On arrival...
